Founded in Charleston, South Carolina, Prosser Engineering & Development is a civil engineering and development consulting firm dedicated to providing practical solutions, responsive service, and personal attention to every project. As a small firm, we take pride in being accessible to our clients and delivering high-quality engineering services with quick turnaround times throughout the Lowcountry and beyond.

The firm is led by Matt Prosser, P.E., a graduate of The Citadel and a licensed Professional Engineer in South Carolina with more than 10 years of experience in civil engineering, site development, utility design, stormwater management, and permitting. His experience includes residential, commercial, industrial, institutional, and land development projects throughout the Lowcountry, South Carolina, and the Southeast.

Matt has worked on a wide variety of projects ranging from small residential developments and commercial sites to large industrial facilities and utility infrastructure improvements. His experience includes site feasibility studies, grading and drainage design, stormwater management, water and sewer utilities, permitting coordination, and construction support.

Prosser Engineering & Development was established to provide clients with a more responsive and personalized engineering experience. The firm works closely with property owners, developers, architects, contractors, real estate professionals, and municipalities to help move projects efficiently from concept through construction.

Whether assisting a homeowner with a plot plan, supporting a developer through the permitting process, or designing infrastructure improvements for a commercial project, our goal remains the same: provide practical engineering solutions, clear communication, and dependable service.

When he is not working, Matt enjoys spending time with his wife and two children and taking advantage of everything the Lowcountry has to offer. Whether boating, fishing, hunting, or simply spending time outdoors with his family, he values the lifestyle and community that make this region such a special place to live and work.
